A Vision for Mallapalli Lake

The Mallapalli Lake Vision Document (LVD) is a comprehensive documentation of the participatory process of consensus-building for lake rejuvenation, co-created by residents, farmers, fisherfolk, and civic agencies.

Since 2024, WELL Labs has been working towards addressing Chintamani’s water scarcity by pursuing the rejuvenation of the Mallapalli lake. Through scientific research, community visioning, and practical implementation, a structured 5-phase approach was followed.

  • In Phase 1 (Diagnosis and Visioning), we recognised the town’s dependence on depleting groundwater. Together with community members, we identified key goals for the lake: clean water, fenced boundaries to stop dumping, stopping sewage from entering the lake, building stronger bunds, and multi-use benefits (i.e. recharge, biodiversity, recreation).
  • Phase 2 (Design) involved conducting surveys and finalising the master plan for the lake rejuvenation, for which we partnered with VIMOS Technocrats.
  • In Phase 3 (Implementation, led by Friends of Lakes and India Cares Foundation, and supported by DCB Bank), fencing the lake boundary, strengthening embankments, clearing and building water inlets, removing silt buildup, and building ponds to filter incoming water. Consequently, the lake’s storage capacity rose from 1.86 to 2.06 Mm³ (an increase of 10%).
  • Phase 4 (Monitoring and Evaluation) showed that the monsoon in 2025 filled the lake, revived biodiversity, and recharged groundwater. We continue monitoring lake and well levels.

The next phase is ongoing and focuses on completing critical infrastructure; particularly, final bund strengthening and inlet/outlet improvements by August 2026. Working alongside the Chinamani City Municipal Council, the residents, and our partner organisations (Friends of Lakes and India Cares Foundation, with support from DCB Bank), we hope to enable the transition of the Mallapalli lake into a sustainable drinking water source through the installation of pumping systems, establishment of treatment infrastructure, and integration of the lake with the city’s distribution network to supply approximately 70 LPCD to around 10,000 people. This could reduce the residents’ dependence on groundwater and tanker supply, and strengthen lake–groundwater linkages to stabilise aquifers and improve borewell performance.

A critical pillar of this phase is community-led stewardship, where local residents, farmers, and user groups play a central role in safeguarding the lake ecosystem through monitoring water quality, preventing dumping and encroachments, supporting operation and maintenance, and ensuring accountability of systems over time. We aim to design institutional mechanisms to embed this ownership, enabling sustained engagement and shared responsibility. These efforts will also support scaling a cascade lake model for Chintamani.

Ultimately, the vision is to transform Mallapalli lake into a multi-functional urban water asset that delivers reliable water supply, enhances climate resilience, restores ecology, and serves as a replicable model for integrated urban water management anchored in strong community ownership and long-term sustainability.

2024ರಿಂದ, ವೆಲ್ ಲ್ಯಾಬ್ಸ್ ಚಿಂತಾಮಣಿಯಲ್ಲಿ ನೀರಿನ ಕೊರತೆಯನ್ನು ಎದುರಿಸಲು ಮಾಳಪಲ್ಲಿ ಕೆರೆಯ ಪುನರುಜ್ಜೀವನದ ಮೂಲಕ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದೆ. ವೈಜ್ಞಾನಿಕ ಸಂಶೋಧನೆ, ಸಮುದಾಯ ದೃಷ್ಟಿಕೋಣ, ಮತ್ತು ಪ್ರಾಯೋಗಿಕ ಅನುಷ್ಠಾನದ ಮೂಲಕ, ಕಟ್ಟುನಿಟ್ಟಾದ ಐದು ಹಂತಗಳ ಕ್ರಮವನ್ನು ಅನುಸರಿಸಲಾಗಿದೆ.

  • ಹಂತ 1 (ನಿರ್ಣಯ ಮತ್ತು ದೃಷ್ಟಿಕೋಣ) – ಕ್ಷೀಣಿಸುತ್ತಿರುವ ಅಂತರ್ಜಲದ ಮೇಲೆ ಪಟ್ಟಣದ ಅವಲಂಬನೆಯನ್ನು ಗುರುತಿಸಲಾಯಿತು. ಸಮುದಾಯದ ಸದಸ್ಯರೊಂದಿಗೆ, ಕೆರೆಯ ಪ್ರಮುಖ ಗುರಿಗಳನ್ನು ಗುರುತಿಸಲಾಯಿತು. ಇವುಗಳಲ್ಲಿ ಶುದ್ಧ ನೀರಿನ ಸಂರಕ್ಷಣೆ, ಕಸ ಸುರಿಯುವುದನ್ನು ತಡೆಯಲು ಬೇಲಿಯ ಮೂಲಕ ಗಡಿ ರಕ್ಷಣೆ, ಸರೋವರಕ್ಕೆ ಕೊಳಚೆನೀರು ಪ್ರವೇಶಿಸುವುದನ್ನು ನಿಲ್ಲಿಸುವುದು, ಬಲವಾದ ಒಡ್ಡುಗಳನ್ನು ನಿರ್ಮಿಸುವುದು ಮತ್ತು ಪುನರ್ಭರ್ತಿ, ಜೀವವೈವಿಧ್ಯ ಹಾಗೂ ಮನರಂಜನೆ ಸೇರಿದಂತೆ ಬಹುಬಳಕೆ ಪ್ರಯೋಜನಗಳನ್ನು ಒಳಗೊಂಡಿವೆ.
  • ಹಂತ 2 (ವಿನ್ಯಾಸ) – ವಿಸ್ತೃತ ಸಮೀಕ್ಷೆ ನಡೆಸಿ, ಕೆರೆಯ ಪುನರುಜ್ಜೀವನಕ್ಕೆ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ ಅಂತಿಮಗೊಳಿಸಲಾಯಿತು, ಇದಕ್ಕಾಗಿ VIMOS Technocrats ಜೊತೆಗೆ ಸಹಕರಿಸಲಾಗಿದೆ.
  • ಹಂತ 3 (ಅನುಷ್ಠಾನ) – ಫ್ರೆಂಡ್ಸ್ ಆಫ್ ಲೇಕ್ಸ್ ಮತ್ತು ಇಂಡಿಯಾ ಕೇರ್ ಫೌಂಡೇಶನ್ ನೇತೃತ್ವದಲ್ಲಿ, DCB ಬ್ಯಾಂಕಿನ ಬೆಂಬಲದೊಂದಿಗೆ, ಕೆರೆಯ ಗಡಿಗೆ ಬೇಲಿ ಹಾಕುವುದು, ಒಡ್ಡುಗಳನ್ನು ಬಲಪಡಿಸುವುದು, ನೀರಿನ ಒಳಹರಿವು ಮಾರ್ಗಗಳನ್ನು ಸುಧಾರಿಸುವುದು, ಹೂಳು ತೆಗೆಯುವುದು ಮತ್ತು ಒಳಬರುವ ನೀರನ್ನು ಶುದ್ಧೀಕರಿಸಲು ಕೊಳಗಳನ್ನು ನಿರ್ಮಿಸುವ ಕಾರ್ಯಗಳು ಕೈಗೊಳ್ಳಲಾಯಿತು .ಇದರ ಪರಿಣಾಮವಾಗಿ, ಸರೋವರದ ಸಂಗ್ರಹ ಸಾಮರ್ಥ್ಯವು 1.86 ರಿಂದ 2.06 Mm³ ಕ್ಕೆ ಏರಿತು (10% ಹೆಚ್ಚಳ).
  • ಹಂತ 4 (ಮೇಲ್ವಿಚಾರಣೆ ಮತ್ತು ಮೌಲ್ಯಮಾಪನ) – 2025ರ ಮಳೆಯ ಕಾಲದಲ್ಲಿ ಕೆರೆ ಸಂಪೂರ್ಣವಾಗಿ ತುಂಬಿದ್ದು, ಜೀವವೈವಿಧ್ಯ ಪುನರುಜ್ಜೀವನಗೊಂಡಿದ್ದು ಹಾಗೂ ಅಂತರ್ಜಲ ಮರುಪೂರಣವಾಗಿರುವುದು ಗಮನಿಸಲಾಗಿದೆ. ಸರೋವರ ಮತ್ತು ಬಾವಿಗಳ ನೀರಿನ ಮಟ್ಟವನ್ನು ನಿರಂತರವಾಗಿ ಮೇಲ್ವಿಚಾರಣೆ ಮಾಡಲಾಗುತ್ತಿದೆ

ಮುಂದಿನ ಹಂತವು ನಿತ್ಯದ ಮೂಲಭೂತ ಸೌಕರ್ಯವನ್ನು ಪೂರ್ಣಗೊಳಿಸುವ ಮೇಲೆ ಕೇಂದ್ರೀಕೃತವಾಗಿದೆ; ವಿಶೇಷವಾಗಿ, 2026 ಆಗಸ್ಟ್ ಒಳಗೆ ಅಂತಿಮ ಬಂಡು ಬಲಪಡಿಸುವುದು ಮತ್ತು ಪ್ರವೇಶ/ಹೊರಸಾಗುವ ಸುಧಾರಣೆಗಳನ್ನು ಪೂರ್ಣಗೊಳಿಸುವುದು. ಚಿಂತಾಮಣಿ ಸಿಟಿ ಮುನಿಸಿಪಲ್ ಕೌನ್ಸಿಲ್, ಸ್ಥಳೀಯ ನಿವಾಸಿಗಳು, ಮತ್ತು ನಮ್ಮಸಹಭಾಗಿತ್ವ ಸಂಸ್ಥೆಗಳೊಂದಿಗೆ (ಫ್ರೆಂಡ್ಸ್ ಆಫ್ ಲೇಕ್ಸ್ ಮತ್ತು ಇಂಡಿಯಾ ಕೇರ್ ಫೌಂಡೇಶನ್, ಡಿಸಿಬಿ ಬ್ಯಾಂಕಿನ ಬ್ಯಾಂಕ್ ಬೆಂಬಲದೊಂದಿಗೆ) ಸಮನ್ವಯವಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿ, ಪಂಪಿಂಗ್ ವ್ಯವಸ್ಥೆಗಳನ್ನು ಸ್ಥಾಪಿಸುವುದು, ಚಿನೀರಿನ ಶುದ್ಧೀಕರಣ ಮೂಲಸೌಕರ್ಯವನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸುವುದು, ಮತ್ತು ಕೆರೆಯನ್ನು ಪಟ್ಟಣದ ನೀರು ವಿತರಣಾ ಜಾಲಕ್ಕೆ ಸಂಪರ್ಕಿಸುವ ಯೋಜನೆ ಇದೆ. ಇದರ ಮೂಲಕ ಸುಮಾರು 10,000 ಜನರಿಗೆ ಪ್ರತಿ ದಿನ ಸುಮಾರು 70 ಲೀಟರ್ (LPCD) ಶುದ್ಧ ನೀರನ್ನು ಪೂರೈಸುವ ಗುರಿ ಹೊಂದಲಾಗಿದೆ. ಈ ಕ್ರಮವು ಅಂತರ್ಜಲ ಮತ್ತು ಟ್ಯಾಂಕರ್ ಪೂರೈಕೆಯ ಮೇಲಿನ ನಿವಾಸಿಗಳ ಅವಲಂಬನೆಯನ್ನು ಕಡಿಮೆ ಮಾಡುತ್ತದೆ ಮತ್ತು ಜಲಚರಗಳನ್ನು ಸ್ಥಿರಗೊಳಿಸಲು ಮತ್ತು ಬೋರ್‌ವೆಲ್ ಕಾರ್ಯಕ್ಷಮತೆಯನ್ನು ಸುಧಾರಿಸಲು ಸರೋವರ-ಅಂತರ್ಜಲ ಸಂಪರ್ಕಗಳನ್ನು ಬಲಪಡಿಸುತ್ತದೆ.

ಈ ಹಂತದ ಪ್ರಮುಖ ಅಂಶವೆಂದರೆ ಸಮುದಾಯ ನೇತೃತ್ವದ ನಿರ್ವಹಣೆ. ಸ್ಥಳೀಯ ನಿವಾಸಿಗಳು, ರೈತರು ಮತ್ತು ಬಳಕೆದಾರರ ಗುಂಪುಗಳು ನೀರಿನ ಗುಣಮಟ್ಟವನ್ನು ಮೇಲ್ವಿಚಾರಣೆ ಮಾಡುವುದು, ತ್ಯಾಜ್ಯ ತ್ಯಾಗ ಮತ್ತು ಅಕ್ರಮ ಪ್ರವೇಶವನ್ನು ತಡೆಯುವುದು, ಕಾರ್ಯಾಚರಣೆ ಮತ್ತು ನಿರ್ವಹಣೆಗೆ ಸಹಕರಿಸುವುದು ಹಾಗೂ ವ್ಯವಸ್ಥೆಯ ಹೊಣೆಗಾರಿಕೆಯನ್ನು ಖಚಿತಪಡಿಸುವ ಮೂಲಕ ಕೆರೆಯ ಪರಿಸರತಂತ್ರವನ್ನು ರಕ್ಷಿಸುವಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರವಹಿಸಲಿದ್ದಾರೆ. ಈ ಸಮುದಾಯ ಮಾಲೀಕತ್ವವನ್ನು ಸ್ಥಾಪಿಸಲು ಸಂಸ್ಥಾತ್ಮಕ ಯಂತ್ರಗಳನ್ನು ವಿನ್ಯಾಸಗೊಳಿಸುವ ಉದ್ದೇಶವಿದೆ, ಇದರಿಂದ ಸ್ಥಿರ ಭಾಗವಹಿಸುವಿಕೆ ಮತ್ತು ಹಂಚಿಕೊಂಡ ಹೊಣೆಗಾರಿಕೆ ಸಾಧ್ಯವಾಗುತ್ತದೆ. ಈ ಪ್ರಯತ್ನಗಳು ಚಿಂತಾಮಣಿಯಲ್ಲಿ ಹರಿಯುವ ಕೆರೆ ಮಾದರಿಯನ್ನು ವಿಸ್ತರಿಸಲು ಸಹಾಯ ಮಾಡಲಿವೆ.

ಮಾಳಪಲಿ್ಲ ಕೆರೆ ದೃಷಿ್ಟ ದಾಖಲೆ (LVD) ಎಂಬುದು ನಿವಾಸಿಗಳು, ರೈತರು, ಮೀನುಗಾರರು ಮತು್ತ ನಾಗರಿಕ ಸಂಸೆ್ಥಗಳು ಜಂಟಿಯಾಗಿ ರಚಿಸಿದ ಸರೋೂೕವರ ಪುನರುಜಿೀವನಕಾ್ಕಗಿ ಒಮ್ಮತದ ನಿಮಾಣದ ಭಾಗವಹಿಸುವಿಕೆಯ ಪ್ರಕಿ್ರಯೆಯ ಸಮಗ್ರ ದಾಖಲೆಯಾಗಿದೆ. ಇದು ಕನಾಟಕದ ಚಿಂತಾಮಣಿ ಪಟ್ಟಣದಲಿ್ಲರುವ ಮಾಳಪಲಿ್ಲ ಕೆರೆಯ ವೈಾನಿಕ ಪುನರುಜಿೀವನಕಾ್ಕಗಿ ಅವರ ಹಂಚಿಕೆಯ ದೃಷಿ್ಟಕೋನವನು್ನ ಸೆರೆಹಿಡಿಯುತ್ತದೆ ಮತು್ತ ಸಮುದಾಯ ನೇತೃತ್ವದ ಕೆರೆ ನಿವಹಣಾ
